Bunbury Harvey Regional Council (BHRC) has informed the Shire that the Banksia Road Organics Processing Facility will remain closed to FOGO for the foreseeable future.
The Facility, which is managed by BHRC, services seven local governments in the South-West, including the Shire of Capel.
In December 2024, partner local governments were informed FOGO would be diverted to landfill due to high contamination levels in residential and commercial kerbside collections. Unfortunately, contamination has continued to exceed acceptable levels.
BHRC is working with the Department of Water and Environmental Regulation and partner local governments to address the issue.
In the meantime, we are asking our community members to continue to sort their bins correctly. Maintaining positive waste habits is crucial to the success of local waste management facilities and meeting resource recovery and sustainability goals.
It is the responsibility of our entire community, including BHRC and local governments, to ensure responsible waste management and a clean and safe environment for future generations. We encourage the community to refer to DWER’s resources around reducing contamination in FOGO:

Community members are assured that kerbside waste and recycling collections will continue as normal. The Shire of Capel is currently diverting it’s FOGO waste to landfill due to BHRC not being able to process contaminated FOGO waste. We urge the community to continue to responsibly sort their general waste, recycling, and food organics and garden organics as usual and place their bins out for normal collection.
The Council will consider alternative FOGO waste disposal, and the future of the service at the May Council meeting, and further community updates will be released after this decision.
