The minimum notice period required for the Shire to approve an application is as follows:
Event location is not confirmed until explicitly advised by Council. Council will not issue permits two events at the same location on same date.
Where food is being sold, or the event organiser is paying a third party to provide food from a mobile premises, the vendor is required to hold a current Certificate of Trade/ Registration with their local council and lodge a Statement of Trade for the event. Event organisers are responsible to ensure compliance and all vendors will be checked prior to the event.
Ensure to include the following information:
Events GREATER than 4 hours No Alcohol = 1 toilet per 150 patronsWith Alcohol = 1 toilet per 100 patronsEvents LESS than 4 hours No Alcohol = 1 toilet per 200 patronsWith Alcohol = 1 toilet per 150 patrons
Please ensure you mark these on your site plan.
Events that have road closures, large numbers of vehicles expected, or the potential for pedestrian and traffic impacts may require a Traffic Management Plan (TMP) to be developed by an accredited provider. TMPs are required to be submitted to the Shire and Main Roads WA a minimum of 10 working days before approval.

You will need to submit an aerial map of the event site, using a recent satellite image, marking the location of the following items: * Pedestrian entry/exit points including emergency exits & evacuation assembly points, and accessibility considerations such as ramps/steps. * Vehicle entry/exit points for any contractors or vendors, as well as for emergency services vehicles. *Amenities such as toilets, drinking water taps & fountains, waste bins and carparks. * Infrastructure such as seating, marquees, fencing, amusements (e.g. inflatables or rides), generators, and light towers.
Risk management is a logical and systematic method to identify, analyze, monitor, and communicate risks associated with any activity, function, or event.
Effective management is essential to the success of any public event.
These include, but are not limited to, the path of entry and exit, emergency evacuation routes, and accessibility for the impaired.
Also, as medical and emergency service locations.
Attach Work Safe Registration and Public Liability Insurance by supplier needs to be provided.
All event applicants that intend to have temporary advertisement signage displayed on Shire property.
Any signage you would like displayed on Main Road roads will require an application to Main Roads WA.
Applicant MUST read the declaration below and agree to the terms, fees, and conditions of the hire prior to the application being accepted by Shire of Capel. • We have read and understood the terms and conditions relevant to hiring facilities or using public open spaces provided by the Shire of Capel and hereby agree to comply with the Local Government Property Local Law.• We agree to indemnify the Shire against all actions, claims, demands, and costs arising out of or in connection with the hire of a Shire facility and agree to pay for any damages caused to the facility during the hire period.• We understand that we must obtain a Shire Liquor Permit for any consumption of alcohol at ANY Shire facility, and if required, accompany this permit with a Liquor Licence from the Department of Racing, Gaming, and Liquor.• We agree to comply with any lawful directions which may be given by the Shire Officers, and that the Shire reserves the right to grant or refuse hire applications or cancel a booking and return the hire fees and bond at its discretion and shall be the final authority in this request.• All parking rules must be obeyed. Anyone found in breach of the Parking and Parking Facilities Local Laws will be fined by the Rangers. • If you are hiring a marquee, pony rides, bouncy castles or similar then a copy of the hire company’s Certificate of Indemnity Insurance must accompany this application. • Any rubbish generated from the event is to be disposed of in the bins the Applicant provides (through Cleanaway) and the site cleared of waste after your event.• No open fires shall be lit on a Shire reserve without express approval by the Shire of Capel. • It is mandatory that all Incorporated Bodies, Sporting Clubs, and Associations of any kind are required to have Public Liability Insurance cover of $10 million or greater before hosting an event at a Shire venue.• Regular users of Shire venues (i.e. more than 12 bookings per year) are NOT covered by the Shire’s Casual Hire Insurance. • Casual Hires of Shire venues (other than those mentioned above, are covered under the Shire of Capel Casual Hires Insurance ($10 Million).
I/We as the event organiser, applying for approval to host an event in the Shire of Capel, acknowledge that the information and completed actions in my application are true and correct. I accept full responsibility of the facility and/or reserve during the specified hire period and will ensure compliance with the Shire’s conditions of hire and local laws. I will indemnify the Shire against any action, suit, or proceeding caused by my failure to observe all statutory and other requirements or because of my negligence or willful actions. I will ensure that the appropriate liability and other insurances are in place for the activities to be conducted.• I/We understand that the “Events Application Form” is a guide and has been compiled according to several statutory requirements. There could be other requirements that exist outside of the package and that as the event organiser I am responsible.
